    The House of Representatives passed a stopgap funding bill on July 21 by a 220-205 vote, pushing the government’s spending deadline from September 30 to December 4 and pulling it clear of this fall’s midterm elections, sparking a frenzy of Government shutdown probability conversations.

    The move triggered an immediate repricing in prediction markets tracking a US government shutdown, with contracts on Kalshi and Polymarket both showing lower implied odds for an October 1 lapse than before the vote.

    But a lower probability is not a resolved dispute. Here is the tension this article works through: prediction markets moved fast to discount the immediate deadline risk, yet the underlying fight over defense spending, election-law riders and appropriations levels is still unsettled, which means Bitcoin traders pricing in political calm may be reacting to a delay, not a fix.

    Prediction markets like Kalshi and Polymarket run event contracts that pay out $1 if a defined outcome occurs and $0 if it doesn’t – think of them as a real-time betting line on a binary political question.

    The contract in question asks whether the government shuts down on October 1, 2026; if lawmakers keep funding flowing under a continuing resolution through that date, the contract resolves “No” regardless of what happens later in the year.

    That distinction matters. A House vote alone doesn’t settle the contract; the bill still needed to clear procedural hurdles before the funding lapse date, and any shift in that legislative path could move the price again.

    The implied probability of an October 1 shutdown initially fell from roughly 59% to 48% in the days following the House vote, though the site’s cross-platform comparison later showed contracts diverging by more than 12 percentage points – a spread that signals traders still disagree on how much risk actually left the table.

    Inside the Vote: What Johnson, Scott and Democrats Said

    Speaker Mike Johnson framed the bill as a deadline he was pulling forward on purpose, warning Democrats who opposed it that “then they alone are going to own the chaos that ensues if the government shuts down after September 30.”

    Rep. Austin Scott defended the early move in blunter terms, saying, “I think it’s kind of smart to go ahead and take the potential chaos of a shutdown off the table because of the amount of damage that does to the American citizens.” Scott added that he believed a shutdown “probably works to the advantage of Democrats politically.”

    Democrats largely voted against the measure, with Rep. Rosa DeLauro, the ranking Democrat on House Appropriations, among the opposition. GOP leadership’s real focus for the House’s remaining 16 legislative days before the deadline is reportedly a separate $95 billion package covering Iran-related defense spending, farm aid and elements of President Trump’s elections overhaul, meaning the funding fight over the government’s baseline spending levels has effectively been shelved, not settled.
