Gelephu Mindfulness City launches fast-track licensing for crypto firms

Bhutan just made a play that most countries spend years debating in committee. Gelephu Mindfulness City, the Himalayan kingdom’s ambitious special economic zone, has opened a fast-track licensing pathway for crypto and fintech firms that already hold regulatory approval in major financial centers.

The pitch is straightforward: if you’re already licensed in Singapore, Hong Kong, or Abu Dhabi Global Market, GMC will bundle your company setup, regulatory sign-off, and banking access into a single coordinated process. No redundant paperwork, no starting from scratch in a new jurisdiction.

What the fast-track actually looks like

The program combines incorporation, regulatory review, and local banking access into one streamlined onboarding path. GMC is courting crypto exchanges, fintech startups, and blockchain infrastructure providers.

By accepting licenses from Singapore, Hong Kong, and ADGM as baseline credentials, Gelephu is effectively outsourcing the heaviest part of due diligence to regulators with established track records. Singapore’s Monetary Authority, Hong Kong’s Securities and Futures Commission, and Abu Dhabi’s Financial Services Regulatory Authority are among the most rigorous in Asia and the Middle East.

    The economic sweeteners

The headline number: a potential 0% corporate tax rate for priority sectors, contingent on the level of investment a firm commits to the zone.

Bhutan sits on massive hydropower reserves, and GMC is actively promoting access to green, hydropower-backed energy as a selling point for digital asset businesses. This is particularly relevant for blockchain infrastructure providers and mining operations, sectors where energy costs can determine whether a business model is viable.

    Bhutan’s quiet crypto ambitions

This isn’t Bhutan’s first appearance in the crypto narrative. The country has been quietly building a position in digital assets for several years, most notably through sovereign Bitcoin mining operations powered by its hydroelectric grid.

Gelephu Mindfulness City itself is a broader economic development project, designed as a hub that blends technology, sustainability, and a certain philosophical approach to urban development. The crypto licensing initiative fits within that larger vision, positioning digital finance as a pillar of the zone’s economic identity.

The choice of recognized jurisdictions, Singapore, Hong Kong, and ADGM, is also telling. These are the three centers currently competing most aggressively for crypto regulatory leadership in Asia and the Gulf. By linking its fast-track process to their licenses, GMC is effectively riding their credibility while offering something none of them can match: near-zero taxes and hydropower-backed green energy.
